SME Packages Digital: a guide to the SME digitalisation grant
Who can apply, what is eligible and how much you get: SME Packages Digital covers 70% of eligible costs for projects of 3,000 to 25,000 euros excl. VAT in Luxembourg.

In short

A new website, an online shop, a till system or an ERP with e-invoicing. These are investments that many small businesses put off because of the price. The SME Packages Digital programme, run by the Ministry of the Economy, exists precisely for this: to pay most of the bill.
In this guide we explain how the grant works in 2026, who can apply, what is covered and the mistakes that waste time (or cost you the grant itself).
What is SME Packages Digital?
It is a support programme in which the company implements a specific digital solution with a specialist provider, guided by an adviser. The ministry funds part of the cost.
The current rules have been in force since March 2025. Previously, the grant was a fixed amount (a “voucher” of 5,000 euros, for projects from 6,650 euros). That system was replaced by a percentage of eligible costs, with a lower minimum project value. If you come across information quoting the old amounts, it is out of date.
How much you receive
Currently:
- the project must cost between 3,000 and 25,000 euros excluding VAT;
- the grant is 70% of eligible costs.
In practice:

The maximum grant, for a 25,000-euro project, is therefore 17,500 euros. VAT is not included in the calculation.
Who can apply
The company must meet three conditions:
- hold a business permit (autorisation d’établissement) issued by the Ministry of the Economy;
- be an SME: fewer than 250 employees and turnover of up to 50 million euros (or a balance sheet total of up to 43 million);
- have its registered office in Luxembourg.
All sectors are eligible. Craft businesses are supported by the Chambre des Métiers’ eHandwierk service; all others (retail, hospitality, services, liberal professions) by the Chambre de Commerce’s House of Entrepreneurship.
One important point: the grant falls under the EU de minimis aid rules, which cap the total amount of this type of aid a company can receive over a three-year period. If you have already received other public support, check this during the pre-analysis.
What is eligible
The programme is organised around three areas:
- Digital marketing: creating or improving the website, social media campaigns, etc.
- Management system: till system, sector-specific software, ERP, etc.
- E-invoicing: ERP system with an e-invoicing module.
Examples of projects that usually qualify:
- a new, fast, multilingual website designed to generate enquiries;
- an online shop for a business that only sold over the counter;
- a booking and till system for a restaurant or salon;
- an ERP for quotes, invoices and stock, with e-invoicing.
The eligibility of each specific expense is confirmed during the pre-analysis and when the application is approved. Do not assume that everything in a quote is eligible.
There are also other packages built on the same logic (SME Packages AI, Cybersecurity, Sustainability and Service) for those who want to go beyond basic digital.
The steps, in order
- Pre-analysis. You book a meeting with the House of Entrepreneurship or with eHandwierk. They analyse the company’s digital situation and identify priority actions. This step is mandatory.
- Defining the package and choosing the provider. You choose the package and the provider that best meets your needs, and agree a quote of between 3,000 and 25,000 euros excluding VAT.
- Grant application. The House of Entrepreneurship or eHandwierk help you prepare the application. The Ministry of the Economy reviews and approves it.
- Implementation. The provider implements the solution.
- Evaluation meeting. At the end, a meeting is held to assess satisfaction and the benefits achieved. This meeting closes the process.
- Payment and reimbursement. The company pays the final invoice to the provider and then receives 70% of the eligible costs.
Common mistakes
Starting the project before approval. The programme’s logic is pre-analysis, application, approval and only then implementation. Getting ahead of this can put the grant at risk.
Choosing the provider before the pre-analysis. You may already have someone in mind, and that is normal. But the quote should respond to the priorities identified in the pre-analysis, not the other way round.
Forgetting about cash flow. The grant is a reimbursement: the company has to pay the full invoice first. On a 20,000-euro project, that means paying 20,000 euros (plus VAT) up front and receiving 14,000 euros later. Plan your cash flow.
Vague quotes. “Website: 8,000 euros” is not enough. A detailed quote with clear deliverables makes approval easier and avoids disputes at the evaluation stage.
Thinking only about the tool. A good-looking website that nobody updates, or an ERP the team does not know how to use, brings no return. Include training and support in the project.
Using old information. References to the 5,000-euro voucher and the 6,650-euro minimum are still circulating. The current rules are 70% for projects between 3,000 and 25,000 euros excluding VAT.
Is it worth it?
In most cases, yes. Paying 30% of a project that would otherwise stay in a drawer changes the maths. But the grant should not be the reason for the project: it should be the push towards an investment that already made sense.
The best way to start is to know where you stand today. A company that already has a website but does not measure results needs something different from one that still runs everything on paper.
